fcal radiation hardness

Dear Matt and Beni,

I think we overlooked an important point during the calorimeter meeting
what needs to be finalized for a review.
I think we need a clear plan how to deal wit the radiation hardness
problem of the inner block of the fcal.

We can either develop an insitu cure for the radiation damage of the
blocks. UV-light only cures part of the problem and insitu heating seems
not really practically. The other option would be to use radiation hard
blocks, if we don't find the money to buy them maybe we can find blocks
somewhere. Like CMS spare blocks or fermi or ....

I think we need a strategy to attack this problem. I think it would also
be good to look again how long we can run till we see really damage and
light losses.

bye elke
