space in the test lab add-on

Hi Simon,

Dennis Skopik would like us to move the FDC test setup to the annex
building to the Test Lab. I went over with him and there is more space
than we currently have and at the moment it is very clean. Hall B is
starting to use some of the space to repair Cerenkov counters and there is
plenty of room for everyone to work. However, getting the Cerenkov counter
in and out might require more space.

When you have a chance I would like to go over there with you and take a
look at the space. We will need to think about gas and electrical power
connections.
