I've updated GlueX docs 412 and 413:

DIRC signal 25 pe, Time resolution 200 ps,  per Stefan Spannier.

TOF TDCs 62 ps F1; arbitrary decision on my part for cost estimates.

CFDs and HV channel counts updated.
