The heat exchanger should not add any heat load to the area, simply
extract it into the chilled water system.

This is to make sure that in the accidental dumping of the beam it
sufficiently clears the beampipe. Take a look at GlueX-doc-599.

Indeed, however, Rebecca is leaving it in for now. Accelerator has seen
the benefits of using it for their maintenance needs.

I think either way it is positioned, it cannot be both at the top and
bottom of the stairs. However, Rebecca will add a question about location
and also about adding a landing, but this might complicate the geometry
further.

Yes, also the tel/comm. room is likely too small and should not have the
entrance from the rack room. We will ask them to move it to and perhaps
expand using the "wasted space".
