Hall-D note on BMS in DocDB

Hi again all,

    As promised, I have just uploaded the first draft of a new Hall-D 
note describing the BMS (Build Management System). This is a collection 
of Makefiles that generalize the building of GlueX software. As always, 
let me know if you have any comments.

It is GlueX-doc-473.
