JException2

Folks,

I took the C++ exception class that Elliott proposed some time ago (see 
URL below) and checked it into the JANA directory. Since there was 
already an exception class in that directory, the new class is called 
JException2. If we want to coalesce on one class, then the pre-existing 
one needs to be replaced in some of the other JANA routines. I was not 
perfectly comfortable doing that.
