Tagger specification/SOW

Hi All,

The latest specification that Jim has been working diligently on (Thanks 
Jim!) has been uploaded to DocDB (document 1230). This is intended to 
cover the possibility of a vendor completing the design and fabricating 
the entire package (magnet, vacuum chamber and stand). Please have a 
look and make some comments. The drawings are not yet complete and will 
be posted at a later date. This can be an agenda item on our next 
beamline meeting.
