Updated CDC parameters

Based on the discussions last week here at CMU, I have updated
the CDC parameter list. This has been loaded into a new document
to try and avoid confusion (or create more....). The tables for the 
150cm long, 24-layer CDC design can be found in GlueX document
979. I have also linked this to the GlueX Wiki under the CDC.
