steel shielding inside plastic housing for FCAL

Hi Beni,

We spoke a couple of weeks ago about putting the pmt and base inside 
plastic and powering the electronics and getting some temperature 
measurements. Maybe we can kill 2 birds with one stone and machine 10 
holes in the plastic to the dimensions given on the drawings. This might 
give us a better feel for effects on the plastic from machining the 
holes so close together. What do you think?
