discussion of BCAL timing resolution

Hi All

In the note I sent out this morning one of the items I talked about
is the spread of time pulse in a phototube due to a m.i.p. passing
through a BCAL segment.   After hearing separate comments from
George and Beni I realize that understand what implications (if
any) this has for the floor term in timing difference and
average resolutions needs to be thought out more.
