uploaded version 1 of bcalreadout cover doc

Dear collaborators,

I have uploaded v1 of the bcalreadout cover doc. It still lacks a 
conclusion. I hope to be able to sort out any issues on the doc itself 
tomorrow so that we can post the pre-brief on Tue and concentrate on the 
talks.
