Engineering / Manpower estimates

Hall D Meeting Wed Nov 1. Brief Notes

We discussed Paul's first cut at engineering/design manpower for Hall D.
Elton prepared a similar distribution for the December Review 1999 based
on the experience for Hall B. The two distributions were similar.
Generally, we expect that the effort toward mechanical design for CLAS
would be compensated for the additional electrical design required for
Hall D.

The general feeling was that the electrical engineering design has not
been thought through yet. The experience from Hall B is that it took about
2 years to specify a design (including prototyping), 1 year to complete
and do acceptance tests of initial units, 1 year to mass produce, 1 year
to test. In the case for Hall B, the units were produced by LeCroy.
Therefore the timeline is at least 4-5 years. Any given step can be
streamlined if manpower, cash flow or expertise do not limit the process.

We concluded that our current estimates for engineering and manpower
should NOT be included in the present DR. We can use the current tables
for discussions and a basis for future analysis. I suggest that we put
this matter on the agenda for our next collaboration meeting (Dec 5).

Cheers, Elton.
