Subject: Update on Changes in 12 GeV Organization

Colleagues,

Jefferson Lab's highest priority, the 12 GeV Upgrade Project, ensures a
cutting edge science program for the Lab well into the third decade of
this century. Although DOE funding has resulted in a slow project start,
the first major PED funding will be realized this fiscal year and
momentum for the project is sure and growing. Project management
performance to date has been impeccable in terms of successful DOE
reviews, the R&D program, and the delivery of extensive and top quality
project documentation thanks to the Project Team and managers and staff
throughout the Lab. The 12 GeV Project is on track to receive approval
of the project performance baseline (CD-2) in 2007 and the construction
start is scheduled for 2008.

As a Lab community, we face significant challenges in the coming years.
Constructing the 12 GeV Upgrade in parallel with the delivery of an
outstanding research program and balancing DOE requirements and funding
constraints with the need to keep open communication with the users and
continue to seek their input will require agility, cooperation and
strong performance from all of us. In order to more visibly reflect the
Lab's commitment to deliver the 12 GeV project scope to the national
scientific community on cost and schedule, I am announcing the following
changes to the 12 GeV project organization effective immediately:

* The 12 GeV Project will report directly to the Lab Director

* An Executive Council is being created to enable the success of the
project as the Lab's highest priority by assuring the required matrix
support and by providing all scientific and operational information
external to but of significance to the project. The EC will report to
the Director and will have as a minimum membership the AD for Physics
(Chair) and Deputy AD, the AD for Accelerators and Deputy AD, the AD for
the FEL, the COO, and the Head of the Engineering Division.

* As the Project moves toward construction and takes on greater demands,
added project management expertise is being assigned to the 12 GeV
Project. Claus Rode assumes the Project Manager role and has overall
responsibility for project execution. Allison Lung continues to provide
leadership as Deputy Project Manager.

* To manage the scientific drivers for the project and strengthen the
Lab's partnership with 12 GeV users, a new project position, Science
Lead and Integration, is being created and will be assumed by Rolf Ent.

*  Needed expertise in technical management and project integration are
being added to the Project. Warren Funk will assume the role of Project
Technical Director and Steve Suhring will be named as Integration Engineer.

An organization chart of the 12 GeV Project is attached and additional
information on the new organization will be provided by Lab leadership
in meetings over the next few days.

I wish to thank Allison Lung, the Project Team, and the managers and
staff throughout the Lab who have contributed to the project's success
to date. There is much work ahead and our joint commitment is needed to
deliver this magnificent tool to science.
