Having dealt with it a very little bit at Jlab on my thesis experiment, I have to agree.  CEF (as this organization format is referred to in the CODA manual) is very flexible, and I think using it in Hall D would be of great benefit.  

Keeping binary formats in mind, and using CEF as a template, I wrote up a recommendation to Paul Smith (the IU engineer who's designing the PCI FADC prototype) for the FADC FIFO format based on it.  It has the board's FIFO formatted as a CEF bank,
and each block of channel information within the bank is formatted as a CEF packet.  The prototype currently under design will format its output data consistent with this design.

I agree that's not a problem.  You have to be careful when using a binary data format, but it's not prohibitive.

I'm not sure what "memory manager" means in the context of a data format.
