Command line tool for retrieving charged resolutions

Hi All,

    I just committed a command-line tool for accessing the charged 
particle resolutions to the repository. It turns out I had need of such 
a thing and I thought it might be useful to others as well. The program 
is called hdgetresolution and it lives in the 
src/programs/Simulation/HDParSim directory.

    With this, one can specify a range and number of points in total 
momentum and or theta angle and it will print to the screen the 
transverse momentum resolution dpt/dpt, the theta angular resolution 
dtheta, and the phi angular resolution dphi. Run the program with no 
arguments for a usage statement that gives more details.
