Tagger interfaces

Hello all,

The updated (Feb 23, 2009) tagger interface drawings are now posted on 
the wiki @

sheets 1 and 2

Please have a good look at these. Pay close attention to the quad 
location, distance to scintillators and downstream window. Please let me 
know if these meet the current requirements. We will then release this 
version so the machine group can use these positions.
