bcal timing resolution and dE/dx

Hi Eugene,

The mean timing resolution (sigma) for the bcal in the most recent
analysis is 420 ps for mip. See p. 2.3 (Table 2.1) from GlueX-doc-986.

A very brief description of CDC dE/dx can be found in GlueX-doc-744. The
reference is to the following publication:

248, (1995).
