Location of FDC Procedures Documents

Folks,

Elke had asked about this yesterday during the FDC review.  The
FDC procedures documents that exist are contained on the FDC
web site at:
  http://www.jlab.org/Hall-D/detector/fdc/procedures.html.
As new documents are produced, I add them here.  Let me know if
you have any comments or questions.
