promissed test beam info for BNL

I contacted Tom Ludlam to ask for information on test beam at BNL,
here is his answer

On test beams: The AGS is still capable of producing extracted beams,
but these have not been operated since the RHIC program began.  It is a
budget issue.  A number of the detector upgrades for STAR and PHENIX
have utilized test beams at Fermilab in recent years.  There are
extracted beams from the AGS Booster that are supported by NASA for
space radiation studies, and possible test beam capabilities have been
thought of there.  If you would like to discuss the possibilities for
specific tests, or implementing a test beam facility, I suggest you get
in touch with Thomas Roser, in our Collider-Accelerator department.

If we are interested I or Jim can contact Thomas for more details because
we know him relatively well.
