Note on similation of straw hits

Ref discussion at this afternoon's tracking meeting. There was a question
about what times were included in the time reported for hits coming from
the CDC straws. Richard has a nice description of what is included on the
hit for CD-2 (I assume it has not changed) in GlueX-doc-732 p. 9. It
includes the particle flight time and the drift time. No mention is made
of propagation delays along the length of the wire.
