interface document first draft

Dear Tagger

I have placed on my JLAB web page http://www.jlab.org/~jstewart/  my first
real version of the machine interface document
ICD_Accelerator-Hall... . I have not shown this to the machine yet so be
aware they may want major changes. I am sending it around now so everyone
can look at it early. If you have comments please give them to me soon.

Richard + Franz: Do you want to put a limit on the background in the
hodoscope? Could you also tell me what the nominal bdl of the sweeping
magnets will be?
